A popular liquor store in 91大黄鸭 for university students has been fined for selling to a minor. 

Franco's Liquor Store on Academy Way was caught selling a six-pack of Michelob Ultra beer to a 17-year-old minor.

The individual was part of the provincial Minors as Agents Program of the Liquor and Cannabis Regulation Branch.

According to a citation decision that's public, the contravention occurred at Franco's on Feb. 5, 2025. The minor agent purchased the six-pack of beer and was not asked for identification.

The salesclerk who authorized the purchase of the beer had been working in the industry for almost two years and was promoted to supervisor in 2024. She failed to ask for identification because she "thought the agent looked familiar and had been in the store before."

"She explained in her text that she thought the minor agent had looked familiar but that this was no excuse," said the decision.

At the hearing, the store was offered either a $7,000 fine or a seven-day licence suspension. The store decided upon the monetary fee and will have to pay it by Aug. 20, 2025. 

The liquor store's representative submits that they "have learned from this mistake."

"He says he cannot be responsible if someone is not doing what they have been asked to do, and he made the decision not to fire the salesclerk as this presented a learning opportunity for her," according to a decision by the general manager of the liquor and cannabis regulation branch. 

The store wondered why the branch chose to enforce the rules against the licensee and not the staff member who committed the contravention.
