91大黄鸭 ahead on provincial housing targets but permit activity declining

91大黄鸭 added 3,467 net new housing units between July 2024 and June 2025. That鈥檚 more than double the Year 1 provincial target of 1,363 homes, and already exceeds the Year 2 target by more than 600 units.

91大黄鸭 is well ahead of schedule on its provincial housing goals, but city staff warn that slower permitting activity could make it harder to stay on track in the coming years.

At its Aug. 11 meeting, council will receive the city鈥檚 first annual Housing Targets Report, showing 91大黄鸭 added 3,467 net new housing units between July 2024 and June 2025. 

That鈥檚 more than double the Year 1 target of 1,363 homes, and already exceeds the Year 2 target by more than 600 units.

鈥淭his strong start gives 91大黄鸭 a solid foundation,鈥 the report states. 鈥淗owever, declining application volumes may impact housing completions in the years ahead.鈥

91大黄鸭 was one of 30 high-growth municipalities selected by the province in 2024 to receive a five-year housing order. The city must deliver 8,774 net new homes by mid-2029, with targets increasing each year.

July 2024 and June 2025:

  • Total new homes completed: 3,620
  • Demolitions: 153
  • Net new units: 3,467

This includes:

  • 687 studio units
  • 1,256 one-bedroom units
  • 1,207 two-bedroom units
  • 470 three-bedroom units

Rentals:

  • Purpose-built rentals: 1,635 units
  • Secondary suites and accessory dwellings: 172 units
  • Owned units: 1,660
  • Below-market housing: 170 units

These figures represent only those units approved for a development or building permit within the specified timeframe and do not include all units that have been approved or are currently under construction as some may have been permitted outside of the reporting window, the report notes.

But not all signs are positive.

A separate report, also heading to council on Aug. 11, says that fewer development and building permits were issued in 2024 and up to Q2 2025.

91大黄鸭 is also part of the federal Housing Accelerator Fund (HAF) program, which awarded the city up to $31.5 million to fast-track housing development.

The HAF comes with a requirement to approve permits for 7,430 new homes by the end of 2026. As of June 2024, the city is behind that pace, averaging 166 permits per month鈥攁bout 40 short of what鈥檚 needed.

There are encouraging signs, however, as Q2 of 2025 saw the highest permit activity since the HAF program began, and 76 per cent of tasks tied to the grant have been completed.

The city鈥檚 next progress update for the provincial housing targets is due in January 2026.
